The Responsibility of Public Officers towards 'An Open & Accountable Government'

  1. Attendance, Conduct, and Disciplinary Actions:
    1. General office hours: 8:30 a.m. to 4:15 p.m. on working days.
    2. Flexibility for office-based and field officers when necessary.
    3. Adherence to Establishments Code, Financial Regulations, & other relevant instructions.
    4. Disciplinary actions for violations.
  2. Attire of Public Officers:
    1. Report for duty in appropriate attire.
    2. Wear office identity card during office hours.
    3. Uniform allowance recipients must wear prescribed uniforms.
  3. Maintaining Public Relations:
    1. Compulsory attendance on Public Day (Monday).
    2. No other meetings or activities on Public Day.
    3. Special emphasis on Staff Grade officers' attendance.
    4. Continuous operation of service counters on Public Day.
    5. Taking action on complaints and ensuring prompt responses.
  4. Responding to the General Public:
    1. Timely replies to letters and communications.
    2. Personalized replies for certain communications.
    3. Use polite language and end letters with 'Dedicated to your service.'
    4. Regular checking of common and individual e-mail addresses.
  5. Telephone Etiquette and Facilities for General Public:
    1. Courteous response to telephone inquiries.
    2. Answering all telephone calls promptly.
    3. Establishing and maintaining facilities for disabled recipients.

Granting Leave for A Public Officer for Adoption of A Child

  1. Effective from 26.06.2023
  2. Paternity Leave (18:11:4):
    1. 03 days for adopting a child under 10 months.
    2. Submit marriage certificate, child's birth certificate & adoption court verdict.
  3. Leave for Female Officers (18:12):
    1. Up to 4 months for adoption.
    2. Specific provisions apply, check Circular for details.
  4. Requirements for Female Officers (18:12:2):
    1. Child under 10 months.
    2. Proof of legal adoption/judicial process initiation.
  5. Leave Commencement (18:12:3):
    1. From legal proceedings or court verdict.
    2. Starts before 10 months from child's birth.
  6. Other Points:
    1. Arrange loan payments before no-pay leave.
    2. Leave cancels 7 days post-child's demise.
    3. Doesn't affect salary, counts as active service.
  7. Purpose of Leave (18:12:7):
    1. Strictly for caring for the adopted child.

Revision of The Form of Bond in Appendix 15 of The Establishments Code

  1. Details of the Revision:
    1. Your attention is directed to Section 16, Chapter XII of the Establishments Code.
    2. As per subsection 16:6, in cases where no pay leave for study is granted to a temporary officer or one who has not been confirmed, it is mandatory for the individual to enter into a bond.
    3. This bond, outlined in sub-section 4:2 of Chapter XV, is in addition to the Agreement as specified in Appendix 9.
  2. Revision Summary:
    1. Accordingly, the title of the 'Form of bond to be executed by officers proceeding on full pay study leave' found in Volume I of the Establishments Code as Appendix 15 has been revised.
    2. The new title now reads: 'Form of bond to be executed by officers proceeding on full pay/no pay study leave.'
